The legislation covers three main points:
- Generators: Carlucci sponsored legislation that requires key gas stations within the metropolitan area to be prewired with a transfer switch and have a generator available. The bill included financial assistance for the gas stations. The presence of a generator should help gas stations remain open.
- Downed Wires: The law now requires utility companies to submit annually an emergency response plan to the Public Service Commission for review and approval. The plan must address a number of criteria, including appropriate safety precautions regarding electrical hazards, including plans to promptly secure downed wires within 36 hours of notification of the location of such downed wires.
- Help from Local Laborers Union 17/754: Trained workers will help city and county workers in an emergency, preventing delays while waiting for help from outside work forces. So far, 50 workers have been trained to supplement Orange and Rockland during an emergency.
